Man Who Spread H.I.V. May Be Held

Williams, the Brooklyn man who was believed to have knowingly infected a number of young women and girls in upstate New York with H.I.V. in a highly publicized case more than a decade ago. Mr. Williams, look at yourself33, was due to be released on Tuesday after serving his maximum sentence of 12 years, but Mr. Cuomo’s office is seeking to keep him in custody under a three-year-old state law that permits the civil confinement of sex offenders. It also led to the passage of a law requiring doctors and laboratories to report to the state the names of people who test positive for H.I.V. The information is passed on to local health officials, who interview those infected and ask them to name their partners and to warn them. A drifter with a history as a gang member and a drug dealer, Mr. Williams once boasted in a television interview of having sex with 200 to 300 women, from New York City and Rochester to a swath of towns in western New York — Jamestown, Dunkirk, Silver Creek, Randolph, Kennedy and Panama Village — as well as in Charlottesville, Va., and in North Carolina. In Chautauqua County, south of Buffalo, an investigation by the health commissioner found Mr. Williams to be the common denominator in the rapid spread of the disease. Health officials say Mr. Williams was informed of his H.I.V. status in 1996, but three years later, in a television interview from the Clinton Correctional Facility in Dannemora, N.Y., he expressed denial about his H.I.V. status, saying “I still don’t even know if I got it now,” adding of the women he slept with, “yeah, I gave them a death sentence, but it wasn’t knowingly.” He pleaded guilty to charges of statutory rape and two counts of reckless endangerment for knowingly infecting two girls with the AIDS virus. He is being held under civil confinement legislation that was signed in March 2007, an early victory in the brief administration of Eliot Spitzer. His predecessor, George E. Pataki, could not forge agreement on the issue with Assembly Democrats, and began using the state’s existing mental health laws to detain sex offenders in psychiatric hospitals nonetheless, a practice that the Court of Appeals struck down in late 2006. In the first three years of the new law, the state has filed 377 petitions to continue to supervise or confine inmates after the end of their criminal sentences. Many of the cases are still pending. Of the 111 civil management trials that have been held, only 15 inmates have been found not to have a mental abnormality that required supervision or confinement. Oil spill costs: What will BP really pay?

But thanks to the unpredictable nature of the oil slick and the legal maze surrounding maritime law, what BP will pay and to whom is very much an open question.
Start with the costs. Estimates to clean the spill and compensate other parties for the economic damage run from $2 billion to $14 billion. One politician even said it could run into the hundreds of billions.
The truth is that no one has any idea yet.
The spill, which the Coast Guard says is still leaking oil at a rate of roughly 200,000 gallons a day, could stay near the coast of Louisiana, as it's doing now. It hasn't had much of an impact on the shoreline so far, and the dispersants being sprayed on it appear to be helping to keep it at sea.
If the containment device BP is preparing to put over the leak in the next few days works, or if the company can activate the broken valve that would shut off the well, the costs would be comparatively minimal. Say, a billion or two.
If the leak worsens, as company officials say it could, and the oil gets caught up in Gulf currents that bring it around Florida's beaches and up the East Coast, then things get very grim. Fishing grounds and beaches would be polluted. That spikes the cleanup cost and cuts into the revenue of thousands of other businesses.
BP loses $32 billion in value on spill
"It's really bad when people start throwing around numbers," said Fadel Gheit, a senior energy analyst at Oppenheimer. "It almost paralyzes the people working on this into inaction."
Then there's the question of what percentage of the total tab BP will actually pay.
Under federal law, BP (BP) and its minority partners in the well, Anadarko (APC, Fortune 500) and Mitsui, have to cover all the cleanup costs. BP Chief Executive Tony Hayward has pledged several times to honor that commitment.
But then there are the losses to the fishing, tourism and shipping industries if the oil closes parts of the coast. These costs could easily exceed the cleanup bill.
Here, Hayward has been less clear.
"When I said 'Will you be responsible for the economic damages?' he said, 'That's something we'll have to work out in the future,'" Sen. Bill Nelson, R-Fla., said Tuesday following a meeting with Hayward.
A BP spokesman said the company would cover all "legitimate claims," but pointed out that it's just too early to tell what those are or how high they'll climb.0:00 /5:41BP oil spill lawsuit
BP's liabilities may be capped by a federal rule that limits the payouts for economic damages stemming from an oil spill to $75 million. Once the that threshold is reached, a federal fund kicks in, covering an additional $1 billion. The federal fund is paid for by a 8-cents-a-barrel tax on oil produced or imported into the Untied States.
Then again, BP may not be able to use the liability shield. Carl Nelson, a Tampa-based maritime lawyer, said the $75 million cap only applies when a company has no violations related to an accident. That rarely happens. BP will almost certainly be found to be at fault in some way for the spill.
To ward off any confusion, lawmakers in the House and Senate have introduced bills raising the liability cap from $75 million to $10 billion, an initiative they've dubbed the "Big Oil Bailout Prevention Act." Lawmakers say there's precedent for making the law retroactive: Witness the Superfund, which forced polluters to reimburse the government for toxic cleanup.
Given the public outrage over the spill, and the fact that it's an election year, the bills stands a good chance of passing.
But not everyone thinks it's a good idea. If the cap is increased, Nelson predicts that it will only raise the cost of buying insurance for all companies producing offshore oil.
"You're going to pay for that at the gas pump," he said.
Then there's the issue of which companies are at fault.
BP is the main operator, and as such must pay for the cleanup costs. Subcontractors on an oil well -- in this case, that's Halliburton (HAL, Fortune 500), Transocean (RIG) and Cameron (CAM, Fortune 500), among others -- typically obtain legal releases from the main operator. In its most recent annual filing, Transocean noted that it has "generally been able to obtain some degree of contractual indemnification" from its clients against liability for "pollution, well and environmental damages."
That might protect them from federal lawsuits or action by BP, said Nelson, but it still does not prevent them from being sued by out-of-work fisherman or hoteliers.in the sky

Day before bombing, Shahzad made dry run in Manhattan, source says

Faisal Shahzad made a practice run in Manhattan the day before he allegedly tried to blow up a car bomb in Times Square, according to a law enforcement source with knowledge of his questioning.
Last Friday, Shahzad drove his white Isuzu from Connecticut through Times Square, where he staked out potential locations for the following night's planned attack, the source said. He then parked the Isuzu several blocks away from Times Square, though the precise location was unclear, and took a train back to Connecticut, the source said.
Separately, authorities in Pakistan have rounded up a number of people for questioning, as U.S. law enforcement officials sought Wednesday to piece together Shahzad's actions and motivations.
Iftikhar Mian, the father-in-law of the suspect, and Tauseef Ahmed, Shahzad's friend, were picked up in Karachi, Pakistan, on Tuesday, two intelligence officials said.
An intelligence source said Wednesday that Muhammed Rehan, an associate of Shahzad, also was detained Tuesday.
New details began to emerge on how Shahzad made his way to Times Square on Saturday night.
With his recently acquired Pathfinder loaded with his makeshift explosives, Shahzad drove southbound along Manhattan's East River on FDR Drive to the 49th Street exit, the law enforcement source said.
Shahzad then pulled over and reached into the Pathfinder's rear compartment where he attempted to set into motion the process needed to set off the homemade bomb, the source said.
The source, who did not explain how Shahzad had attempted to set off the bomb, said he then took a number of turns and wound up entering Times Square by driving south down Seventh Avenue.
But because of an incredible goof, Shahzad couldn't use his escape car. He had accidentally left the keys to that vehicle in the Pathfinder that he thought was about to blow up, the source said.
He apparently went to a train station, where he boarded a Metro North train back to Connecticut.
Another law enforcement source told CNN that investigators found a train receipt used by Shahzad that is stamped about 7 p.m., a half hour after a witness notified authorities that the car in Times Square was filing with smoke.
Sources say investigators believe he ran to catch the train that pulled out around 7 or 7:15 Saturday night.
The source added that police investigators have discovered a surveillance video of Shahzad walking in Shubert Alley -- which runs between 44th and 45th streets just west of Broadway -- moments after witnesses saw the smoky SUV. In the video he is wearing a white baseball cap.
In Islamabad, Pakistan, a senior Pakistani official said Wednesday that Shahzad's associate Rehan allegedly was instrumental in making possible a meeting between Shahzad and at least one senior Taliban official..
The official told CNN that Rehan drove Shahzad on July 7 in a pickup truck to Peshawar, Pakistan. At some point, they headed to the Waziristan region, where they met with one or more senior Taliban leaders, the official said.
Rehan is believed to have links to the militant group Jaish-e-Mohammed, which is close to al Qaeda and the Pakistani Taliban, the official said.
Several officials in Karachi said Rehan was picked up in Karachi's North Nazimabad district. They said others were taken into custody for questioning on Wednesday, but could not say how many, who they were or where they were seized.
Meanwhile, efforts to determine what may have motivated the suspect continued. An official familiar with the investigation said Wednesday that Shahzad felt Islam was under attack.
Any grudge Shahzad may have held against the United States appears to have developed recently, according to a senior U.S. official who is familiar with the investigation but not authorized to speak publicly.
The investigation has found nothing to indicate that Shahzad had any long-standing grudge or anger toward the United States, the official said.
"What we know is, the dynamic appeared to have changed in the last year," the official said.
Investigators have not determined whether Shahzad had any training from Pakistani groups in anything, the source said.
Additionally, the official suggested, detentions in Pakistan have been carried out to collect information and not because officials had reached any conclusions about their guilt or ties to any groups.
"They are reaching out to people, bringing them in and doing their due diligence, but 'arrest' suggests a strong connection to the guy. While anything is possible, they haven't arrived at any conclusion," the source said.
The official added that there was nothing to indicate the suspect is from an extremist family.
Asked whether Shahzad was a "wannabe" who may be inflating his contacts, the source said, "It is going to take a little more time for the investigation to gel."
Investigators have uncovered no evidence that the suspect had U.S.-based associates related to the plot, a federal law enforcement oficial said Wednesday.
Investigators believe he handled the logistics himself, from purchasing the car to buying the materials for the bomb, the official said.
Investigators are looking for any associates who may be overseas, the official said.
The federal law enforcement official said Wednesday that Shahzad was still cooperating with the FBI and had waived his right to a lawyer. The official did not provide details about what Shahzad has been saying.
Shahzad, 30, a naturalized U.S. citizen from Pakistan, was arrested late Monday at New York's John F. Kennedy International Airport after boarding a flight bound for Dubai, United Arab Emirates. His final destination was to have been in Pakistan.
When authorities tracked him down, Shahzad apparently was unsurprised. "Are you NYPD or FBI?" he asked. A Customs and Border Protection agent exposed his badge and said, "CBP," an administration official said.
In Washington, State Department spokesman P.J. Crowley told reporters that "the Pakistanis are fully cooperating in the investigation. They recognize, as we do, that this is a shared responsibility and a shared threat."
The charges paint him as a terrorist who received explosives training in Pakistan's volatile Waziristan region, where government forces have been working to root out Taliban militants. The Pakistani Taliban, a major militant group in the region, praised the suspect but denied any link to him.

Shahzad has been charged with attempting to use a weapon of mass destruction, acts of terrorism transcending national boundaries, and three other counts in connection with the incident. If convicted, he faces up to life in prison.
Shahzad admitted he drove a Nissan Pathfinder into Times Square on Saturday night and attempted to detonate the vehicle, which was packed with gasoline, propane tanks, fireworks and nonexplosive fertilizer, according to a complaint filed Tuesday in U.S. District Court in New York.
Court documents said that after receiving bomb-making training in Pakistan, Shahzad returned to the United States via a one-way plane ticket February 3.
Upon his return, Shahzad qualified for secondary, or more detailed, screening under Customs and Border Protection criteria and was interviewed, the administration official said.
He told immigration officials that he had been visiting his parents in Pakistan for the previous five months, according to the documents. He also told officials that his wife remained in Pakistan.
CBP, following protocol, sent a report to the FBI and other intelligence agencies that included Shahzad's passenger information, the official said. Included in that report were phone numbers associated with his travel, when he bought his ticket and when he filed a customs form, the official said.
The court documents show that Shahzad apparently maintained contact with people in Pakistan after returning to the United States.
He received 12 phone calls from his country of birth in the days leading up to the incident -- five on the day he bought the Nissan Pathfinder used in the attempted attack. Those calls ceased three days before the failed bombing, the documents show.
Authorities began focusing on Shahzad after tracing the sale of the Pathfinder to him.
Shahzad's father, Bahar Ul Haq, is a retired senior officer in the Pakistani air force. The former air vice marshal lives in the Peshawar suburb of Hayatabad, according to Kafayat Ali, whose father is a first cousin of Shahzad's father.Shahzad lived at his father's house in Hayatabad when his father was posted in Peshawar, Ali said. Shahzad, his elder brother Amir and their two sisters moved with the father and received their education in the cities where the father was assigned.
Ali said Shahzad's hometown is Mohib Banda, a village about 78 miles (124 kilometers) northwest of Islamabad. Ul Haq has farmland in Mohib Banda, and Shahzad and his siblings visited there during vacations and to attend relatives' weddings.
Ali said Amir is a mechanical engineer living in Canada, where he is married and lives with his family. Both sisters are married; one is a doctor and the other is a housewife.

Love with English 2

As this hobby is quite different from others, we should therefore, need to work out a plan to make the hobby more practical. To me, this hobby requires faith, action and patience. Let’s talk about faith first. I trust you all agree with me that confidence and faith on ourselves should be the first step when you start our journey. This is more like “love-taking”. If you don’t think you can fall in love with a boy or a girl, what’s the point to try it. After all, you are just wasting your time.

Now, once you have the confidence, the trust you have on yourself. What need to be done next is to work out a plan. (Of course, you must make sure that you will follow it). Let’s say, you want to “fall in love” with translation. What you may choose to do is to go to a library and pick your “girl/boy friend”, that is the book that you want to “fall in love”. As there are many excellent Chinese versions being translated already, it’s quite easy to compare the work that you have done against what others have tried.

Lastly, we shouldn’t be too hard to ourselves. Remember, this hobby is totally different from others. You’ve got to give yourself time and patience. Again, this is very much like “love-talking”. You need to give yourself time to play around. Great Wall was not built overnight, right? So is our love.

Faith, action and patience are the key elements in pursing our hobby

The impact that English has to our life is beyond words. It is one of the major courses to kids ever since they start their primary schools. In some areas, teachers even get toddlers fumbling with A.B.C in kindergartens. With Olympics being held in Beijing in 2008 and World Exposition in Shanghai 2010, English spree seems not going to die out very soon but will continue to grow.

To some people, it’s a big release, when seeing themselves graduate from the university and they don’t need to touch English anymore. Kiss you, bye-bye, someone exclaimed. While to some others, miserable is how they describe themselves. After years and years of study, some people, including me, still want continue their “love” with English. “I can’t just throw it away as I do with a textbook,” someone said here in this BBS. So, what to do then?

Well, don’t feel depressed. You are more than right to continue your “love” with English. How to do it? Well, easy! Just treat it as a hobby. If you look at the people around you, you will see almost all of them have hobbies. Some of them like sports, some like shopping, some enjoy playing majian… The list can go on and on. So, what’s wrong to treat it as your hobby? I know this sounds very bizarre to many people, but who cares.

Once we decide what our hobby is, it’s vital important that we need to take a good look at this particular “hobby”. As we all know, it consists of four major components – listening, speaking, reading and writing. It’s almost not practical to try to be perfect with all these four pillars. (Remember, I define it as a hobby, not a career.) So, ask yourself what you really want to pursue. If you are fond of translation, go for it. If you choose reading, well, why not?

Each relationship between every project sponsor is clarified to team members, including internal relationship in project team, relationship between leaders and project team, relationship between customers and project team. Every sponsor should keep communications by mail, by phone or even by meeting for important project sponsors with MOM.
